Sims 5 Rene: Pure Sandbox or Reactive and Dynamic Environment?

I want reactive gameplay with elements I need to adapt to or overcome when I set my mind to it, surprises and discoveries, things that might influence my decisions, but I want control in CaS (and cheats) so that I can set things up as I want when I really need it.
