Sims Birthday Bundle - Sims 1 missing sounds

I was finally able to get the game up and running with one of the solutions posted in the forum and the game itself runs just fine. Able to create sims, do the tutorial, travel, save, etc. BUT! Now there appears to be missing sounds in game. Music plays anywhere its applicable, in build/buy mode and radios. But there are no sounds from the Sims themselves or other objects tv/toilet/phone/etc. So the voices and sound effects are missing. I noticed that some random pets that wandered onto my lot had sounds though.

I have repaired and tried uninstalling/reinstalling the game but there were no changes. This is the only game I am having issues with sound so I know its not an issue with my speakers. And I've triple checked the sound options in game as well, there should be sound but there isn't.
