Sunset Mall Quest Bug

I have started The Sunset Mall quest in Sims Freeplay, but I have reached a step that it won't allow me to complete.

The step I'm on is "Buy something from the mall store". It describes that when I have a Sim at the mall I should be able tap the store directory to see the items to buy.

From looking at others who have done this step, I think there should be a bubble above the directory sign to click, but I do not see that, and the sign itself is not clickable.

I have tried bringing masculine and feminine, adult and teenager, to the mall, but none have worked 

I have tried restarting my phone, force stop the app, uninstalling, and clearing cache. Nothing has worked to fix the bug. So I cannot progress, and the quest time is still running.
