Hey I saw someone post this on another forum and it worked for me!
"I noticed a failure in one of the logs mentioning MSVCP140.DLL and saw that is related to the Visual C++ Redistributable.
Uninstall all Visual C++ Redistributable applications
Visit learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170#latest-microsoft-visual-c-redistributable-version and install both the latest x64 and x86 version.
Set compatibility mode on sims.exe to Windows XP SP3, check Run as administrator, and be sure to click the button that says apply to all accounts before applying.
Run sims.exe"
