@nastenyaus , try the following:
Locate your Sims 2 folder (found Documents > EA Games > Sims 2) and move it to your Desktop. Do not copy and paste the folder or create a shortcut. Actually move it. This will keep your saved games, CC/Mods safe.
Next start up Sims 2 as normal to allow for a new game folder to regenerate. Your saved games will not be present at the time. Choose a Neighborhood and see if you can add the University subhood and the Downtown subhood. Once you add these, start up a game and play for a while checking to make sure you can enter these hoods and do not notice any other issues.
Please let me know what happens so we can figure out where go from there.

Thank you for the answer. I tried it. Nightlife still works as a separate game and there is no option to add a University subhood. When I tried to run it from University it doesn't work at all (neighborhood loading continues forever). The Sims 2 + The Sims 2 University had worked correctly together before I installed Nightlife. At the end of installing both of these adds I get this massage: "The update process did not complete successfully. Installation will now terminate." I fixed it by task manager -> end task. Probably it is the issue...

@nastenyaus Base game, University and Nightlife patches almost always crash on Windows 10 and corrupt the game files. If you ever had a patch that closed without any message or with an error, that was it. It might be the root of your issue (especially with infinite loading). There are 3rd party ways to bypass errors and patch the game successfully with its original patches.
@Tremayne4260, do you think it will ever be possible to add a common mods/fixes list to The Sims 2 section like the ones for The Sims 3 and The Sims 4?
