The Sims 2 Ultimate Collection: Not letting me make a custom neighborhood?

I'm having a problem with the options for the neighborhood.

It's just blank and won't allow to choose a place to start customizing. 

Don't know if anyone else is having this problem but does anyone know how to fix this?
