Add neighbors on Sims Freeplay without Facebook?

I know right!

I went to every single house (theres only 3 or 4 houses) and there wasn't a single dog!

I checked so many times, still nothing.

    Hi I am currently on level 41 in sims free play I have an apple device. If you still need to add a neighbor who has more to help you get further along in the game. 

    This is my user name in Game Center Jomeanmachine 

    its a nickname my father used to Call me lol.
