cannot pass the 'best friends' stage

hello, i have 2 sims and they're currently at 'best friends' status. I wanted to get them to be partners but i don't see any options for romance. Do i have to reach a certain level in order to advance their relationship to a romantic one?

Which level are you at the moment? There are a view quests around friendship and romance at the beginning of the game that you will have to do in order to progress further.
