I've got the same problem. Already tried fully shutting device down. Also tried upgrading to latest OS. No joy.
This is an update. I was also completing the Night of the Candy Monsters quest. I used the crystal ball to go to the Wizard's house. I didn't send a Sim, I just tapped the ball when the house it was stored in was empty of Sims. There were monsters and a ghost at the Wizard's house so I used LP to complete that level of the quest. When the purple monsters disappeared, I was able to teleport a Sim to the Wizard's house. I guess it's a bug.
