Cant get quest to work

Quick routine in hockey rink. It wont go through ive tried completing it with a preteen, adult, female adult, and a male adult, and it still doesnt work i even spent lifepoints trying that so i lost 1-4 life points. Also tobogganing at friends house? I dont have face book so would you please level other sim city all the way?
