Can't receive Lovey Dovey Balconies request

HELP!, I can't receive the lovey dovey balcony quest. i need help since i already finished the lovey dovey balcony quest but i forgot to save it and accidentally deleted my SF, Now i re installed it yet the quest doesn't show up. The only quests i received were peaceful patios and the toddler quests
