Coming of age quest

With the new sims freeplay update, preteens can have a birthday and become teens if you complete the coming of age quest in level 23. I'm on level 29 so how do I complete the quest and get a teenager?

    I have the same issues. And I am am not getting any responses from firemonkey. Poor customer service.
