Where does my little Sim go to do ice skating as a hobby?

You have to complete the weather/ snowpark quest and then build the snowpark. After the quest you can also buy a weather machine, then you can change the weather at your sims house, on the snow setting if your house has a swimming pool it freezes and you can skate pn it.
