finding ways to start quests or where the start is located

I have looked at the help on firemonkeys site but they just list the quests not how to actually start them I want to get the mysterious island unlocked and now know that I have to do the ocean view estate quest but do not know how to start this quest or find it anywhere I have built the mall car showroom park and am level 19 with 13 sims and 7 or 8 careers built the hair salon and the hobby shop but still have no clue how to start this quest

any help is greatly appreciated
