You can only send your sims to work once a day. Their day begins at mid-night. If you already send them before that time then you have to wait until the next day to send them to work.

Actually, if you send them to work before 12 am and they finish after 12 am, you can send them to work again immediately

12 am is mid-night is when the day begins.  Before 12 am is the previous day. If you want to send them to work before 12am the send them the day before. If you have already sent them the day before then you have to wait until 12 am (mid-night) to send them again.
