How do i enable love is in the air

I've been playing for a few days... I'm level 8 I have spent like $30 on extra money and lifestyle points... I have a stronger then best friend relationship between a pair of my sims.... what do I do?...

Quests have to be done in order one at a time. Have you completed the quests that come before the love in in the air quest?
