To get a pet you need to complete the quest "A quest for Toddlers"
The quest is unlocked at level 12. But be aware you must complete the quests before hand (eg. The sims getting married and having a baby).
Once you complete "A quest for Toddlers" you get 1 dog, and unlock the pet shop to buy more pets.
