How do upgrade the terra to level 1

Help me please not understand what I have to do to upgrade on free play sims to terra to level 1

@dallasmas Hi, if i'm reading this correctly, there should be a Riches of Terra monument on the Island.

If you tap this you should get the option to build, and once you finish this you'll progress.
