If you do not have those outdoor lanterns in your home store and Youe have completed all the main and discovery quests, and the timed events, then you probably need to contact support. I've posted a screenshot of the lanterns.
Outdoor lights are in the lighting tab of the home store. If you cannot find them there and you have tried rebooting your device and/or restarting the game app, then you should contact support. You can find the support form in your game menu just tap on the question mark in the menu.
There is outdoor lights that i found on a house custom design by player, but i can't find it on home store.
Are you saying you do not have any outdoor lights in your home store or that you do not have the lights for that particular reason house. Can you post a screenshot of the lights you are referring to.

The lantern i'm looking for is sitting in the middle between camping lantern and gingerbread light,but it's not in my game's home store,does it only unlockable via specific quest/event ? 🤔
Currently there is no pending quest/event in the queue.
I finally found the event associated with those outdoor lanterns. It was the out door event that gives the survivalist hobby. You get the event when you build the campgrounds. I've posted the link where I found the info.
