I CANT SEE MY NEIGHBORS

I use google+ to play the sims free play.......im signed in to everything......including sims google plaay and google+ i have followed members to add them as neighbors but unfortunately NOTHING is showing up on my list.......i have plenty of follwers back aswell......i need help as i cant do my social quests. I have signed out and back in i have uninstalled the game and re installed it. Im using my samsung tab a.......it also didnt work for my phone either....and i followed all the steps.
