Level up requirements keep changing

I was very close to completing my level up requirements and then the app updated and the requirements changed. I had “complete a hobby” and “construct a building” left to complete (both almost done). After the update, “complete a hobby” was now changed to be “progress a development site” which will take so much longer as I have been working towards completing the previous tasks including spending LP to complete. This happened once before with no update so I am not sure if it is triggered by the update or not.
