Leveling up does not work

I do not understand the language in your screen captures

I can not even identify what language it is so I can not use a translation app

As I do not know what the screens say, I can not understand what it wants you to do and if/how it is not working properly

Sorry for the delay in returning to this thread, but as you did not tag me, I did not receive notification that you were still needing help.

I'm hoping you've already figured this out and have leveled up to 57. 

I can see that your Spa Manager has reached 10, but it's likely she was at this level prior to this assignment, so you will not get credit for this.

The other three you have pictured: One Scientist and two Athletes - these are not considered careers, but more like regular jobs, so getting them to 5 is not going to help you in attaining your goal.

My advice would to be have one of those three quit their job and begin a career as a Stylist at the Spa, or have any Sim replace the Spa Manager and work their way up to a 10. As @minicha-em stated: There are more careers available at the Police Station, Hospital, and the Movie Studio if you would prefer.
