So my question is why are my sims competing tasks over and over again just to receive no credit in their life dreams meter? They have all advanced but with some the meter has essentially stopped mov...

There's a progress bar below the life dream for each Sim that you can see advance each time they complete the task. It's on the tab with the "cloud" icon. It takes some time to earn the orb.
