A while ago I ran into the “no data in the cloud” myself. It was just easier to solve, because I had a pretty fresh backup on my phone. Losing years of progress or even the whole town would be horrible to me! That’s why I feel with you :)
It’s really weird that you got a save with a Sim in a neighbour’s town. Like you said, you can’t save then, and I think the auto save wouldn’t be able to do so either.
Sadly there’s not the correct data with any of your accounts. Do you think, you can go ahead playing from the point your game is now? If you made purchases, you could ask the support, whether they would unlock those items for you, hopefully including the VIP points.
