Lovey Dovey Balcony

I am trying to complete the lovey dovey balcony quest but the first quest is to speak to Bree at the park.. but she is not at the park! I have tried waiting to see if she turns up but I am now unable to start any other quests because I have not completed this quest.

Can some please help??

I have looked at the community center, ski resort and at the pool.. But no luck..

I've see Bree, but I am told I need to complete another discovery task first, I have no open discover tasks. Anyone know which task might be hanging my game up?
