My Birthday Cake is not Appearing

I am level 13, have done the Two and a Half Sims quest, and have the latest update for my game, but when I go to my oven, the birthday cake is still not unlocked. Does anybody know why or how I can fix it?

I think you have to finish "A quest for toddlers" to unlock the birthday cake and you can bake it once this quest is complete.
