For the second part of your question you need to contact support. For the first part of your question it may be that quest hasn't come up yet. you need to check your main quest queue which would be the green arrow on the right side of your current main quest.

If it's up in your queue, look in the Park upper right near the three benches to find the nanny (talk to her) and start the Nanny Knows Best Quest, available from Level 10.
