No teenager quest

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? In the quest queue, it says #1 in queue is the Higher Education quest, but it won't let me start it. I do not have any teenaged sims, however when I go to age preteen sims to teen, it says that I need to complete the teenagers quest.
What do you expect to see? I would expect to be able to start the Higher Education quest or see the teenager quest at #1 in the queue and start that quest.

Hi,
I am trying to progress in the Sims Free Play by starting the Higher Education quest. However, I am not able to start the quest. I am also not able to age my pre-teen sims to teenagers because I do not have the teenager quest in my queue.
