I am so lost. I need to collect 20 donuts to fill my badges. What can I do? Thank you

I already knew that. The issue is I am not getting a person with a donut over their heads. I am getting everyone else but that. Is there anything else I can do? Thank you

I answered based on the wording of your original question, which really didn't tell me how much you knew about the police occupation. I wasn't trying to insult you.
The items in the bubbles tend to be the same, which is why I suggested that when you finish helping a sim and get the reward in the bubble, let that sim leave and another arrive. Usually the arriving one with have a different item in their bubble then the sims currently hanging around. As I said in my previous post, sometimes it takes a couple of days for sims to arrive that have items you need.
This is an occupation that is slow to advance so if you don't get all of the items for a badge on one day you can try the next. Your sim will not be able to advance until they have all the badges and the XP for the current level.
