I don't know how to change data settings on an android since I use an iPhone. You probably need to go to android's help page or search the Internet for a forum like this one that helps with android. I googled android settings and there are a lot of help pages and forums out there.

You could also a public wifi, like McDonald's, Barnes and noble, or Starbucks's, to download the content. Not knowing how big your data plan is, you would probably want to do that anyway to keep from going over your data limit. Unless of course you have unlimited data.

To answer your PM - what I mean is to change your settings to use cellular connection to download your game data so the game will quit trying to find a wifi connection. On my iPhone I do this by going into settings to the cellular selection and then scroll to the game and click the on button. I do not know how to do this on android.
