Actually you don't need to buy the fire extinguisher anymore (I believe it was removed with the Pool update). Same with the herbicide.
Simply tap on a stove that's currently on fire or on a plant monster and choose the 3 minute action corresponding to each to resolve them - put out the fire or negotiate.
