Easiest is to build a new house and add a new sim

If you have an unoccupied house you can choose the option to Add a new sim

Depending on where you are in the quests, you could add a sim baby by tapping a crib, if the house have less than 4 occupants (it might be 5 or 6 depending on VIP level)

You have (or will get) the option to adopt from a phone using an adult sim, again, depending on your quest progress

As for Community, do a search on FaceBook for SimsFreeplay and choose a group to join.

There are plenty. There are global, local, ones with focus on building design, others with story focus and so on.

Choose one that fits your interests

    Thank you for your answer even though I still don`t quite understand how. As you can see in my text I am at level 24 and I can have 20 SIMs but I have only 11, one of them is a toddler. I have an option for a baby in creed but just the last one is unlocked because I have to do some tasks to unlock that first and second option.

    I will figure it out, slowly. 

    I would like to buy SIMS 4 but I can`t afford it.

    Please edit out your name, this is a world wide open forum and everyone with internet have access to it, it is not safe for you to post personal information on this forum

    Level means little, the quests you have done means more

    You can be at top level (55) and not have done the quest "Two and a half Sim" which unlocks babies

    On an available lot, buy a house, Real Estate, Driveway or Architect Home, does not matter or Build a house boat on the mysterious island

    Once it is built, you can add a sim, see pic in previous reply

    Your houses will likely be cheaper than the example below, my town value is high and I have lots of houses
