Level means little, the quests you have done means more
You can be at top level (55) and not have done the quest "Two and a half Sim" which unlocks babies
On an available lot, buy a house, Real Estate, Driveway or Architect Home, does not matter or Build a house boat on the mysterious island
Once it is built, you can add a sim, see pic in previous reply
Your houses will likely be cheaper than the example below, my town value is high and I have lots of houses
