Once I get the Multi Level Renovations quest complete, I will be copying those units built on first floor making a 3-5 level tower, x2! The Top level will be a penthouse apartment level, and they will be combined, but not connect between.
I was hoping I could assign different FAMILY units to each housing unit as their own Home... without "moving in with me" option!

On the sims free play this isn't possible without becoming a vip because there are only a certain amount of sims allowed in one house. I have this problem too I wish I could have a hotel but...
WHAAAT? OH my goodness... I made such a great design for making Apt Towers! Can we make suggestions to EA or FireMonkey's?
Sure, I understand they are a business and want their money from those willing to BUY INTO the game... but... COME ON??
Make it possible but not to so much extent!
Developers reading THIS, I hope!! At least let us FREEBIES explore all the features a little bit... GET a taste of it... and if we want more... than we pay into...
I was ready to build DUAL Apartment Towers, both with 4x Apartment Units PER floor... and have 3-4 floors... I would made a DUAL TOWER Apartment Building housing upto 16 Famillies!
Maybe! I wouldn't of had family in every unit... I would left a unit or two vacant for the effect!! or more, who knows... i would had teens moving their out of parents homes... etc...
But Come on.....

How's my math? right?! That was upto 16 families in one tower.... if 4 floors...
So it'd been 32 Families on one lot with 2 towers of 4 floors... SO...
I didn't think it all the way through the numbers... cause having 32 families on one lot? Would surpass the game's limits of how many sims total on entire game!
Maybe both towers would be 4 stories total, but the top floor would have one family per tower for Penthouse privacy!
So both towers having 3 floors of 4x units would be 12 units per tower, or 24 total... than 2 more families for the penthouse floor!
Still... 26 families though less than the 32 would be a lot on one property... now again, i'd probably only occupy 2-3 units per floor... and leave a few vacant for the effect of the community not over populated...
so for 3 floors, if I had 2 families ea, would be 12 families total, 2 for the penthouse apts... For two towers of 26 apt units, i'd probably have 14 families or units occupied!
I hope the developers read this... and consider my suggestion! Let us MASS populate some residences...
I considered... Maybe they don't know HOW to code or program it... ??
If someone asks... I'd explain a very simple solution to programming this, and making it possible!
