First, you need to be level 9 to access the Party boat and neighbours 

If you're level 9+ and have lost your neighbours,

log out (green ... button and then the key hole icon),

hardclose game (iPad double click home and swipe up)

hard close device - turn it off completely,

start device and open game, log in again and your neighbours should be back
