I have the same issue. I sent a complaint, they want me to send a screen shot of the purchase from Google Play. I have a Amazon Fire tablet, it shows in my digital purchases. The EA help topic they sent said for Amazon purchases to contact Amazon. Amazon policy is that they do not refund in game purchases, but I don't want a refund I just want it to work, and they point me back to EA. I provided EA with the screen shot of the digital purchase, still waiting to see what they do for me.
When I bought it it said it was for the duration of the event, not that it was a daily purchase so you should only have to purchase it once for the duration of the quest, not a day only purchase, that is how all the quest bundles have worked as well. I've bought packs for other quests like the Sims Springs quest bundle for building 4 homes and they worked fine day to day and house to house, this one is glitching out and EA needs to acknowledge it and fix it or they are just stealing our money. If you purchased it twice you are owed a refund for the second purchase. Like I said, still waiting to see what they do.
It took them 3 days but I did get my boost back for day 6. They also gave me a bunch of LPs which was good because some of the tasks like "rewatch season" and "collect branches" would not complete normally and had to be completed with LPs. Very disgusted with this year's Christmas Quest, I wish I had just not participated. Makes me leery of building the Rocky Heights Bus Stop which I had been planning to do after the holidays.
