Simoleon Sprout won't go away after negotiate

I had a number of Sims needing to negotiate and after the time was up, they immediately popped up again.

Then on Sims that were planting "watermelon" for the Lunar New Year - all of those are now Simoleon plants (for a task) but won't go away after negotiation or completing the required task.

Tried saving game to cloud and reinstalled app on both iphone and ipad. No luck. help! the game won't even allow me to get more garden patches and just move on.
