Sims didn't register

While completing a quest which requires 21 sims ordering seedlings. I started 21 Sims. I went back only 20 registered. Yes I counted every one more then once to make sure they all started. Do that definitely was not the issue.  So now I am not getting the Grand prize. I worked really hard I even used purple points to to on target. So please explain what happened
