First: Have you gone to the upper level? There are 2 levels. There is an up/down icon on the right to change floors.
Second: Have you completed the bowling hobby once? You have to have opened up the majority of the mall to get the bowling alley, then from there complete the bowling hobby once. This unlocks the juice bar on level 2.

I have this issue as well - I have completed the bowling hobby, but there are no up/down arrows on the right of my screen to go up a floor. I've already built the Burger Bar and my Sims can go up the escalators on that side, but the escalators on the right side of the entrance are blocked off. No juice bar icon and no up/down arrows ☹️
