I am having this problem now. I've saved to the cloud. My friend saved to the cloud. Both installed mine update we found in app store. Uploaded to cloud again. Still can't see changes from the last week In my town.
I found the fix. After a recent update it pushed me to sign into my Google Games account. As soon as I logged the game out of that account everything fixed!
