Sims freeplay UFO quest CANT FIND TELESCOPE IN THE PARK

I am on level 29 and I still dont have the telescope in my park. It is preventing from moving on with my quests and it is very frustrating. &nbsp;Has anyone else had this problem? If so, how was it fixed?
