Sims freeplay UFO quest CANT FIND TELESCOPE IN THE PARK

I am on level 29 and I still dont have the telescope in my park. It is preventing from moving on with my quests and it is very frustrating.  Has anyone else had this problem? If so, how was it fixed?...
