Hi am on level 9 on sims freeplay i dont know how to have a preteen make a sprank call while in a neighbors town..i tried everything i went to the neighbors town n i cant would u be so kind to help me thanks...

You will have to look for a house that has a telephone in your neighbours town. When your pre-teen uses this phone you should have the optopn "Make Prank Call."
