Suggestion- give us Sims in public places.

There are some areas I just never use, for instance the nightclub. What is the point of having a lonely sim (or even 2) sit on their own, dance on their own? I would like to see these areas come with a sim or two already in them, even if there is no interaction (same as in the computer sim games.). A couple dancing on the dancefloor, a barman already behind the bar. In the resteraunt a couple already sat at a table. Customers walking up and down the mall. Instead of manning the juice bar (when I can see it) have a barman already there to buy a drink from. I know it is a free game but it has been around a while and getting more advanced with each update, so could it not be gradually introduced ?
