Swimming center quest. Cant build the swimming center because trucks hobby gate in one r at the stables is under construction. What does this mean I dont have anything under construction how do I fix...

You are building the stables and are constructing a gate?
You need to have finished the Quest for Toddlers
before you unlock the
It's all going swimmingly quest, which unlocks the swim center
Have you finished the Toddler quest?
