The Sims Free Play how do I make a Nemesis?

Hi, I am on Level 7 and there is a quest that says to make a Nemesis far away in a neighbor's town. But I do not know what that is. I think that is being rude to another Sim but it doesn't say that I'...

I got it to work but then when the bubble came up that I had made a nemesis then nothing happened it wouldn't go to next task .....
