[The Sims FreePlay] Three Story: Apartment Option?

I am posting this to the help section, after asking about this in the Sims Freeplay forums. But it seems the two and three story feature is so new that people may not know what is and isn't possible.

 

Using my CC's, I designed and built a three story apartment with two apartments on each floor. I used elevators to reach the floors. I really proud of it, and had been planning it for days as I was madly earning CC's. (I think I completed four or five sets!) 

Anyway, it has now occurred to me that apartments might not be "allowed." That is, each suite is perfect for a couple, and I have six suites. Will only one person be able to actually "live" there, with other people "moving in'? 

I only began the game on May 5, 2013, so I hope this is not another mistake I have made as I slowing, by making mistakes, learn the rules.

If this isn't currently allowed, I would certainly suggest it for the future! Thank you.
