One of the things I did to get the resource requirements was to start work on a request, but not complete it until the next day. For example if you need yellow tape and you get a NPC with a request for yellow tape and it has two or three requirements then only do one of those and leave the others for the next day. Then you complete it first thing the next day and usually before the end of the shift you will get another requirement that you can complete and get the amount of tape you need. Does this make sense? if not let me know. Also don't be so quick to complete the shift, because sometimes you don't get the next requirement until near the end of the shift.

Did that, usually had 1 or 2 of the things I needed when the Badge-getter started the shift
Wasn't hurrying to get the shift done, but had to complete help-requests to get a new walk-in - hopefully rewarding what I needed.
Normally had 3 sims with one section left but had to complete the 4th for a new walk-in - when the 25th walks in and NO it is not what I need, I just sighed and banged my head into the table.
Still took +12 shifts, despite head start items. LPs and only completed what I needed for a new walk-ins
Last batch of badges took two months, I altered the special and the grunts (unspecialized) hoping the grunts would save some of the resources I needed.
Now that both are done and level 10, I get the items I needed so desperately all the time - dont know if I should laugh or cry
and I am not eager to do the other professional workplaces.
