Unable to get basement quest in freeplay

I will admit it...

i used the old date change freeplay cheat

however I think it has somehow haunted my progress because I am now a level 25 player

yet I have never received the "Basement of kings" quest  

I believe this to be the cause because I can also no long change my patto tiles

However (Before they prevented you from playing with a changed date) I tried changeing the year from 2016 to 2019 And I could once again change my tiles 

Please note that this problem has been going on for around a year now
