Maker packs missing in all save files except 1

I have recently purchased 500 moola worth in Maker Packs, and when I went to go use them in the Create a Sim menu and the Build menu, they were gone. This confused me, so I checked my other save files. Only one has the Maker Packs. I tried to resolve this issue by restarting the EA launcher and uninstall and re-download all of the packs, but it is still just on that one save file. Another way I tried to remedy it was to add another household to that save file, but that household doesn't have access to the packs either. So now I only have one household in a save file that has these Maker Packs that I spent money on. Please help?
